Lay, Horatio Nelson, 1832-1898 (family) : Horatio Nelson Lay was the son of George Tradescant Lay (d. 1846), British Consul at Amoy. On his father's death, H.N. Lay began his Chinese studies and became an interpreter with the British consular service in 1849. By 1854 he had risen to be vice-consul at Shanghai and in 1855 became the British officer with the Foreign Customs Inspectorate. After assisting Lord Elgin to negotiate the Treaty of T'ien T'sin, he became the first inspector general of Chinese Customs, in 1859, and held the post until 1864.

On his resignation in 1864, he returned to England and engaged in financial affairs.
