According to the Library and Archives of Canada Act (S.C. 2004, c. 11), section 15.1:
“Every department, as defined in section 2 of the Financial Administration Act, shall, within six months after the completion of any data collection done for the purposes of public opinion research carried out under a contract at the request of the department and for the exclusive use of Her Majesty in right of Canada, send to the Librarian and Archivist the written report referred to in subsection 40(2) of the Financial Administration Act.”
The Directive on the Management of Communications, Appendix C: Mandatory Procedures for Public Opinion Research, requires departments to “provide [...] Library and Archives Canada [with] separate electronic copies in English and French of POR projects for all contracted research projects within six months after the completion of any data collection” (section C.2.11).
All public opinion research (POR) reports submitted to Library and Archives Canada (LAC) are simultaneously transmitted to the Library of Parliament.
The Public Opinion Research Contract Regulations (SOR/2007-134), section 4(b), require LAC to publish completed POR projects on this website.
“Find a report” allows you to consult LAC’s POR collection. You may search by organization name, contractor, year and keywords in the POR project’s title. This website provides access to digital copies of POR reports contracted after August 1, 2006, provided that those final reports have been submitted to LAC.
“Submit a report” allows authorized Government of Canada employees to submit their finalized POR in digital form simultaneously to LAC and the Library of Parliament.
Please note that print copies of POR should not be submitted to LAC. Federal organizations must submit electronic copies of their POR projects.
Responsibility for POR content
Federal organizations are solely responsible for the content, presentation, conformance, accessibility and quality of their POR projects, as outlined in the Public Opinion Research Contract Regulations, the Directive on the Management of Communications, Appendix C: Mandatory Procedures for Public Opinion Research, the Standard on Web Accessibility, section 2.2, and LAC’s POR submission instructions.
Note: Technical guidance is available from LAC at the time of submission. However, LAC cannot make administrative changes of any kind to submitted POR projects. Please carefully review your finalized POR projects to ensure that all requirements are met prior to submission.
